You are requested to attend the first Annual Meeting of the recently elected Westmeath County Council Members, to be held on Friday 21 June at 2.00 pm in the Council Chambers, Áras an Chontae, Mullingar to consider the items set out on the Agenda hereunder.

1.    Declaration of Result of Election and roll call of names of persons duly elected to Westmeath County                 Council

 

2.    Election of Cathaoirleach

 

3.    Election of Leas Cathaoirleach

 

4.    Strategic Policy Committees

To appoint 4 Members to be Chairpersons designate of the 4 no. Strategic Policy Committees to be formed in accordance with the S.P.C. Scheme.

5.    Westmeath Local Community Development Committee

To nominate 3 Members to the Westmeath LCDC.

6.    Finance Committee

To resolve that the Council as a whole shall form itself into a Finance Committee.  All Members of the Council to meet as appropriate to consider the financial management of the Council.

 

7.    County Westmeath Joint Policing Committee

To appoint 13 Members to County Westmeath Joint Policing Committee.

8.    Local Traveller Accommodation Consultative Committee

To appoint 2 Members to the Local Traveller Consultative Committee.

9.    Westmeath Heritage Forum

To appoint a Chairperson and one additional Member to the Westmeath Heritage Forum.

10.  Westmeath Biodiversity Working Group

To appoint one Member to the Westmeath Biodiversity Working Group.

11.  Culture and Creativity Steering Group

To appoint 2 Members to the Culture and Creativity Steering Group.

12.  Westmeath County Council Road Safety Working Together Committee

To appoint 2 Members to Westmeath County Council Road Safety Working Together Committee.

13.  Midlands Region Joint Homelessness Consultative Forum

To nominate one Member to the Midlands Region Joint Homelessness Consultative Forum.

14.  Association of Irish Local Government (AILG)

To appoint 3 Members to the Association of Irish Local Government. Note letter dated 23 April from AILG (circulated).

To appoint 1 Member to the Local Authority Members Association.

16.  Irish Public Bodies Mutual Insurance Limited

To appoint a representative to attend the Annual Meeting of the Irish Public Bodies Mutual Insurance Limited. (Majority voting applies)

 

17.  Eastern and Midland Regional Assembly

To appoint 2 Members to the Eastern and Midland Regional Assembly.

18.  Longford and Westmeath Education and Training Board

To appoint 8 Members to Longford and Westmeath Education and Training Board. (As per S.I. 142 of 2019 - Education and Training Boards ACT 2013 (Local Authority Members) Regulations 2019). Note letter from Minister Norma Foley dated 29 May (circulated).

To appoint 3 Members to Dublin-Mid Leinster Regional Health Forum.

31.  Tender opening procedures

To consider the nomination of Members to be present at the opening of Tenders as per procedures.

 

32.  Fixing of first Annual Municipal District Meetings

The fixing of the date for the first Annual Meetings of the Municipal District of Athlone-Moate Members and the Municipal District of Mullingar-Kinnegad Members to be held on:

•  Monday 1 July 2024

 

33.  To confirm Council Meeting dates for the remainder of 2024 (see attached)

34.  To review and approve the Standing Orders for meetings of Westmeath County Council.

35.  Training

 (a) That Westmeath County Council nominates all Elected Members of the Local Authority to attend the training           seminar being organised by the Association of Irish Local Government for Elected Members to take place on         11 July 2024 in Mullingar Park Hotel.

 (b)  To note induction training for the Members of Westmeath County Council to take place on Wednesday, 17              July 2024 at 2.30 p.m. in Áras an Chontae, Mullingar, Co Westmeath.

 

36.  To undertake any other business proper to an Annual Meeting.
