Westmeath Community Response Forum

Westmeath County Council has established the Westmeath Community Response Forum, bringing together Local Government and the community and voluntary sectors, to respond to the community need in the current public health emergency – The Community Call.

The Forum will coordinate community, voluntary and statutory agencies and assist them to effectively support our communities, particularly our elderly and most vulnerable members.

A dedicated Community Support helpline is now available from 9am-5pm, 7 days a week to assist members of the public affected by COVID-19, with a focus on the elderly and most vulnerable, in accessing non-emergency community supports.

Westmeath County Council takes the lead in joining together local organisations to assist citizens during Covid-19

Dedicated community support helpline to be available from tomorrow

At the instigation of Minister Murphy, a Covid-19 Community Response Forum will be put in place for each City/County and this will be co-ordinated by the Local Authority in each case.

A dedicated community support helpline (Freephone 1800 805 816) has been established by Westmeath County Council to assist at-risk members of the public in accessing non-emergency and non-medical supports and advice during the current public health emergency.

The confidential phoneline service is being established by the new COVID-19 Westmeath Community Response Forum, which includes over a dozen agencies and organisations. The helpline is focused primarily on ensuring that vulnerable members of the community or those living alone can access deliveries of groceries, medicine and fuels.

The role of the Forum is to ensure that there is a co-ordinated community response and to enable all voluntary statutory agencies to collaborate in support of our communities and particularly of our most vulnerable members.

The new phoneline is just one aspect of the Forum’s work. Its core aim is contributing to the community-wide effort to limit the spread of COVID-19. Westmeath County Council, through this group, will ensure that the wide variety of groups working across the county to assist those in need, will do so in an organised, collaborative and targeted way.

The Council’s COVID-19 Community Response Forum is there to ensure the very best use of the many resources assisting vulnerable persons with their daily needs at this unprecedented time, whether that is collecting medication, food shopping, social support and contact.

Chief Executive of Westmeath County Council, Pat Gallagher explains: “There are a number of agencies currently doing excellent work in delivering care to older and vulnerable people in our communities. These groups are currently operating independently of each other and Westmeath County Council’s role is to provide a targeted, integrated and coordinated approach to the delivery of these much needed services to our more vulnerable citizens across the county during the COVID-19 pandemic. Westmeath County Council is ideally placed both statutorily and regionally to channel this great work and provide the governance structure in partnership with all stakeholders. This public health crisis has changed life for so many, and we are there to help with that change. Our own staff whose day-jobs have changed due to this crisis, will be a key resource in the management and operation of this community support programme along with our partner agencies/groups. Set to come into effect from Monday 30th March, Westmeath County Council is providing a dedicated free contact number 1800 805 816 with the lines open from 9am to 5pm, seven days a week.”

Contact details of this new service will be promoted on the Council website – www.westmeathcoco.ie. An information leaflet including the new freephone number and other information will be distributed around the county, particularly to vulnerable households, over the coming days.

Services to the Public Update 

Westmeath County Council continues to deliver vital public services in the challenging circumstances arising from the Covid-19 pandemic. We are advised by relevant Government and public agencies on an ongoing basis in doing so.

As required by Government, all Council Offices will close to the public with immediate effect and until further notice. Council staff will now focus on the critical essential services that must be maintained through this Pandemic and in accordance with the Council’s Business Continuity Plan.

Closure of Public Playgrounds

To ensure the safety of our community and in line with new restrictions announced by An Taoiseach, all Westmeath County Council playgrounds are closed with immediate effect.

This is to facilitate social distancing and slow the spread of Covid-19.

Westmeath County Council thanks all in the community for their cooperation and urges all members of the public to follow HSE public health guidelines.

Guide to Services During Covid-19

Westmeath County Council continues to deliver vital public services in the challenging circumstances arising from the Covid-19 pandemic. We are advised by relevant Government and public agencies on an ongoing basis in doing so.

With effect from Friday 20 March 2020 our public office opening hours will be 9:30am to 4pm.

In conjunction with these changed opening hours we will be implementing changes to how our face-to-face services will be conducted. This will include measures to ensure that members of the public are directed to the service they require and that good public health practice, including managing social distancing requirements and appropriate cleaning of surfaces and equipment, are implemented.

Motor Tax

Access to all Motor Tax Offices remain open however Westmeath County Council request you use the online service. www.motortax.ie, continues to operate (Your PIN for this service is the last 6 digits on the top right corner of your Vehicle Registration Cert (logbook), as will the postal service. Queries will also continue to be taken by phone at 044 933 2000 or by email at motortaxhq@westmeathcoco.ie

Local Enterprise Office

The Local Enterprise Office Westmeath will continue to operate, including the following services:
• Client Enquiries.
• Professional Mentoring Services 
• Micro Finance Loan Facilities.
• Financial Grant Aid Assistance for equipment or employment.
• Trading Online Grants.
• Technical Assistance & Micro Exporters Grant.
• LEAN Initiatives.

Housing

The Housing Section will continue to remain open, however, clients are requested to avail of non-face-to-face methods of communication with the section as far as possible, for example, by phone, email and post. The contact details for our services are provided in the table at the end of this document.

Planning

The Planning Section will continue to accept and process planning applications. Third Party observations can also be submitted.
The Westmeath County Development Plan is going through the public consultation phase at present and is available to view on the Council’s Consultation Portal: https://consult.westmeathcoco.ie/. Submissions must be received before 5pm on 16 June 2020.

Fire & Emergency Services

The Fire Service continue to respond to calls via the 999/112 system. Submission of Fire Safety Certificates and Disability Access Certificates will continue to be accepted by post or preferably by email – fire@westmeathcoco.ie. The building control management system (BCMS) will remain available for the submission of Commencement Notices/ 7day notices and compliance on completion certificates;

Mullingar-Kinnegad and Athlone-Moate Municipal Districts

The following can be processed over the phone or by email or by post or on-line:
• Parking matters – appeals, payments, etc. 
• Burial grounds – allocation of grave spaces, payments, etc.
• Housing Grant applications 
• Roads related matters – road maintenance, potholes, drainage, public lighting and trees

Finance

Customers can still make payments for some of our services using the PAY FOR IT link on our website. They can also make payment by online bank transfer to our bank account.

Westmeath County Council has further reviewed arrangements for access to its services arising from the Covid-19 Pandemic. In order to prioritise the protection of public health, as of Wednesday 18 March 2020 access to Westmeath County Council offices by the public will only be available during the following hours:

10:00 until 12:00
and
14:00 until 15:00

All customers are asked to adhere to the social distancing etiquette as directed by the HSE.

The public is being asked to use other methods of communication other than face to face communication.

The Government announced a range of measures on the 12 of March to prevent the spread of COVID-19. In response, Westmeath County Council has taken the following actions:

• Public Libraries are closed as of Thursday 12 March 2020 at 6.00pm
• The following facilities will close at end of business today 13 March 2020:

o Belvedere House Gardens and Park
o Mullingar Swimming Pool
o Athlone Castle, Luan Gallery, Abbey Road Art Studios

These facilities will remain closed until 29 March 2020.

Aside from the above, all Council public buildings remain open and Council services are operating as normal.

The above information is subject to change as informed by ongoing Government and HSE advice.

In keeping with HSE advice regarding social distancing and reducing the spread of COVID-19, Westmeath County Council is asking the public to use, where possible, telephone, email and similar methods to transact your business with us.

We will continue to put contingency measures in place to minimise the effect on essential services in the days and weeks ahead.

The management team of Westmeath County Council will continue to meet on a regular basis in relation to our response to COVID-19 as the situation evolves. We will continue to keep the public updated through Westmeath County Council’s communication channels and local media.
