Our Performance
“Citizens ultimately judge Governments, not by intentions, but by results”
OECD Public Management Review 2008
The development of this section of the Westmeath County Council Website is in an effort to bring together the various publications, reports, Service indicators and other measures already in place within the local government sector to indicate performance. The statutory requirements are supplemented by “local indicators” agreed within the organisation as further evidence of progress/performance in key areas of activity.
The local government sector is the only sector which publishes annual service indicators common to all local authorities. This, together with statutory audits, performance verification processes, annual reporting, public meetings and customer charters, places the work of local authorities firmly in the public domain in a transparent manner.
This initiative by Westmeath County Council which has unique local elements, including customer contact and telephone statistics will be modified and re-engineered over time as performance data is collated in response to statutory requirements and customer expectations.
It is generally accepted that meaningful performance analysis can only be achieved over time when data has been captured in sufficient detail and in a manner which is capable of clear interpretation.
The various national and local initiatives around performance measurement, although helpful, must be understood in the context of the broader corporate planning and annual budgetary processes. Performance should be contextualised to take account of the prevailing economic climate, with particular reference to the requirement for and the availability of financial and human resources.
Comments on the usefulness of this element of the website and suggestions for its improvement are welcome.
