NOTICE OF SPECIAL SPEED LIMIT:
TO FACILITATE FLEADH CHEOIL NA hÉIREANN 2023 CAMPSITE ACCESS IN MULLINGAR IN ACCORDANCE WITH SECTION 10 OF THE ROAD TRAFFIC ACT 2004.

Notice is hereby given that a Special Speed Limit of 50kph has been made in respect of the following roads:

R392 Ballymahon Road at Grange North and Rathcolman
R390 Athlone Road at Charlestown and Belmount
The Special Speed limit of 50kph will apply from 10am on Saturday 5 August until 4am on Wednesday 16 August 2023 to facilitate Fleadh Cheoil na hÉireann Campsite Access.
The Speed Limit will be indicated by temporary signage. The Council will have regard to any representations that are made in relation to this Special Speed Limit.

ROADS ACT, 1993 - TEMPORARY CLOSING OF PUBLIC ROADS
Notice is hereby given that Westmeath County Council having given the required notice of intention has now decided to temporarily CLOSE the following roads to public traffic:

Roads Subject of Proposed Closure:
The following street closures and restrictions will apply:

• Mount Street
• Oliver Plunkett Street
• Pearse Street
• Austin Friar Street Lower
• Spout Well Lane
• Castle Street
• Southern end of Harbour Street
• Church Avenue
• Church Lane
• Blackhall Street
• Blackhall Place to Town Band Hall
• Blackhall
• Mount Street Gardens
• Gaol Hill
• Auburn Road
• Mary Street
• The Green Bridge to Railway Station
• The Green Bridge
• Railway Row
• Grove Street
• Dominick Place
• Martins Lane
• Bishopsgate Street
• College Street
• Eastern end of Patrick Street
• Southern end of Green Road
• Western end of Friars Mill Road
Period of Closure:
All these roads will be closed to vehicular traffic from 10am on Sunday 6 August until 4am on Tuesday 15 August 2023. Parking will not be permitted on these streets during this time. Barriers will be placed preventing vehicles from entering these streets, supervised as required. Servicing of premises will be permitted each morning between the hours of 4am and 10am during which time premises can organise deliveries, maintenance etc. Vehicular access to the pedestrianised areas (streets listed above) will be fully restricted and enforced.
Note: Vehicles remaining in these zones after 10am will be towed away by a nominated tow-truck operator.
Camp Site - Rathcolman:
A one-way system will be in operation along the L1137 at Rathcolman with no turning permitted from R392 onto L1137. Access to this road will be from R390 only.
A special speed limit of 50kph will apply during this period.
Reason for Proposed Closure:
To facilitate Fleadh Cheoil no hÉireann 2023 in Mullingar.
To facilitate access to and from the official Fleadh Camp Site.

Alternative Routes:
During the Fleadh motorists will be required to traverse the Outer Orbital Route (N52 Bypass, Joe Dolan Bridge, Western Bypass and N4 etc.) or via the Robinstown Link Road. Parking will not be permitted on any of these streets during the dates and times above.
Signs will be placed at the major junctions around the town informing motorists of the above closures.
Restrictions to Car Parks:
Access to a number of car parks will be restricted as follows in advance of the Event:
Blackhall
Partially closed to vehicular access from 5pm on Tuesday 1 August 2023 with full closure to vehicles from 5pm on Friday 4 August 2023
Fair Green
Closed to vehicular access from 5pm on Thursday 3 August, 2023
Friars Mill Road
Designated for disabled parking only from 10am on Sunday 6 August until 4am on Tuesday 15 August.
Austin Friars Car Park
This car park will be partially allocated for disabled parking from 10am on Sunday 6 August until 4am on Tuesday 15 August.
Variable message signage will be erected to alert motorists in advance.
