Mullingar Town operates a Pay and Display parking system and its functional area is divided into Zones which are indicated on pay and display parking ticket machines and/or information signs. The following are the fees associated with each Zone.
The Traffic Wardens will allow a grace period of no longer than 15 minutes prior to the purchase of a parking disc to allow vehicle owners to obtain correct change, etc. and it should be noted that this is strictly monitored by the Wardens.
A ticket purchased in Zone B (all day car park) can be used in Zone A (on street) and Zone D (max 2 hour stay car park), for a max of 2 hours from the time of purchase.

Did you know that paying for parking has become easier than ever. In addition to using coins at the meters or paying through the Payzone Park App, four new Tap and Go (card enabled) meters are in Blackhall, Fairgreen, Buckley’s and Friars Mill Road (Cusack Park) car parks. The Council will continue to introduce more card machines. Did you know there are 576 spaces in 5 all-day car parks in Mullingar for €3 per day and 9 disability car parking spaces.
These car parks are available in Blackhall (389), McCurtain Street, beside St. Joseph’s Cottages (31) and behind the Bridge Bar (23), Friars Mill Road, opposite Buckley’s Supermarket car park (23) and Cusack Park (110).
Did you know that there are 118 on-street all day car parking spaces available for €3 in Mullingar Town at Harbour Street (14 and one disability space), Millmount Road (26), Grand Parade (40) Cathedral View (37).
An additional 366 on-street parking spaces are available in Mullingar Town, for a maximum period of 2 hours, including 10 disability spaces, 1 age friendly space and 7 loading bays at Austin Friar St. (17), Bishops Gate St. (16), Castle St. (17), Church Ave. (6), College St. (15), Dominick St. (78), Friars Mill Road opp. Cusack Park (7), Grove St. (22), Mount St. (12), Oliver Plunkett St. (35), Dominick Court (6), Patrick St. (24), Pearse St. (35), Dublin Bridge (6), St. Loman’s Tce. (5), McCurtain St. – Barrack St. (24), Joe Dolan Road - Bleach Sq. (20), Railway Row (5), Sunday’s Well Road (16).
There are also 401 off-street car parking spaces available, with a maximum period of 2 hours at Blackhall Upper (126), Buckleys Supermarket (163), Church Avenue (45) and Fairgreen Penny’s (67).
The privately managed car parks include the Train Station Car Park, Tesco Car Park, Omni-Plex Car Park, Fairgreen Underground Car Park, Dunnes Car Park and the Cathedral Car Park.
“We want to make Mullingar as accessible and welcoming as possible,” said Cllr. Mick Dollard, Mayor of Mullingar Kinnegad Municipal District. “By providing free car parking, we’re supporting both local residents and visitors who come to enjoy what our town has to offer. In recognition of the importance of the Christmas season for businesses, the Mullingar Kinnegad Municipal District Members approved the following dates for free off-street parking in Council owned car parks on the 28th of November, 6th, 12th, 13th, 19th, 20th, 22nd and 23rd of December, 2025.
“Mullingar Chamber warmly welcomes this initiative,”said James Bourke, President of Mullingar Chamber of Commerce. “The provision of free off-street parking on selected dates is a practical and positive measure that will make it easier for people to visit, shop, and support local businesses throughout the festive season. Christmas is a crucial trading period for retailers and the hospitality sector alike, and this gesture will undoubtedly enhance footfall and strengthen the town’s appeal as a welcoming and vibrant destination.”
On-street parking will operate as normal during these times to enable traffic flow and short-term business needs. The list of car parks is set out below.

Various parking permits are available as follows:
Annual Employee Permits – these permits are available to employers or employees of businesses operating in Mullingar Town and are only available for specific locations as designated by the Council. The current locations are Harbour Street Car Park; Friar’s Mill Road Car Park (opposite Buckley’s Car Park) and McCurtain Street Car Park (at St. Joseph’s Cottages). The fee for an Employee Permit is €200 for payment in full prior to issue of permit or €20 per month by Standing Order.
Residents Permits – these are permits available to those whose normal place of residence is in a location which forms part of a paid parking zone. Only one permit shall be issued for a street parking area and additional residents may be catered for in the nearest Council controlled car park. The fee for a Resident’s Permit is €25 per annum payable prior to the issue of the permit.
Monthly Permits – these permits are available for the same designated car parks as employee permits (outlined above) and would be suitable for those in, e.g., short term employment. The fee for a monthly permit is €25 per month payable prior to issue of permit.
