Westmeath CDP 2021-2027

Current Service to the Public during Level 5 Living with Covid-19

In line with the current Covid 19 Level 5 restrictions, where the viewing of hard copies of the documentation of the Draft Westmeath County Development Plan 2021-2027 together with associated documentation is deemed absolutely necessary, the Planning Authority will facilitate the inspection of the aforementioned documentation at County Buildings, Mullingar, by appointment only.

All customers are required to adhere to Councils requirements in preventing the spread of Covid-19 and in particular, to ensure social distancing and good hygiene etiquette as directed by the HSE.

At a special meeting of Westmeath County Council held on March 22nd 2021, the Members having considered the Chief Executive Report and material amendments to the Draft Plan made the Westmeath County Development Plan 2021-2027. The Westmeath County Development Plan 2021-2027 comes into effect on May 3rd 2021.

The Chief Executive Report on submissions received on Material Amendments to the Draft Plan was prepared. The report provides a summary of the recommendations, submissions and observations made by the Office of the Planning Regulator together with the Chief Executive’s response and recommendations in response to same. It also includes an analysis of the 36 submissions received relevant to the proposed Material Amendments followed by the Chief Executive’s response and recommendations in response the issues raised. It issued to the Members for their consideration on February 16th 2021.

Consultation on the Proposed Material Amendments to the Draft Westmeath County Development Plan 2021- 2017 together with associated Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) Determinations and Reports was carried out for a period of 4 weeks from 15 December 2020 to 20 January 2021 inclusive. The key elements of the consultation programme are set out below:

Notices of the Proposed Material Amendments to the Draft Westmeath County Development Plan 2021-2027 were published in both the Westmeath Examiner and Westmeath Independent on 15 December 2020.  

Notices of the Proposed Material Amendments together with information on public consultation issued to the prescribed bodies.

The Draft Material Amendments and associated Environmental Reports and Determinations were put on public display in Westmeath County Council Civic Office, Mullingar and Athlone Civic Centre and Castlepollard, Moate and Kilbeggan libraries.

The Westmeath County Council website included details of the consultation on the Proposed Material Amendments including information on how to make a submission by post or via the online Consultation Portal.

Notice of the Proposed Material Amendments and updates were issued via Westmeath County Council’s social media platforms.

36 submissions were received during the Proposed Material Amendments consultation period.

Further to Section 12 (5) of the Planning & Development Act 2000 (as amended), the Members considered the Draft Plan together with the Chief Executive’s Report on submissions received on the Draft Plan and resolved, following Council meetings dated 16th, 17th, 18th, 19th and 24th November 2020, to accept the Draft Westmeath County Development Plan subject to a number of proposed Material Amendments.

Public Consultation Period:

Submissions/Observations

Submissions or observations with respect to the proposed Material Alterations, the associated SEA Screening Determination and SEA Environmental Report, AA Screening Determination and AA Screening Report may be made no later than 5.00pm on Wednesday 20th January 2021.

 

Submissions or observations should be in ONE medium only i.e. online or hard copy and made as follows:-

All observations or submissions received in relation to the proposed Material Alterations during the above time period will be taken into consideration before the making of the Westmeath County Development Plan 2021-2027.

 Public Consultation on the Draft Plan 2021-2027

Stage 2 Draft Development Plan 03

The closing date for submissions on the Draft Westmeath County Development Plan 2021-2027 expired on the 30th June 2020. A total of 158 submissions were received in relation to the Draft Plan.

Westmeath County Council wishes to express its appreciation to those who made submissions on the Draft Plan.


A report has been prepared on the submissions received; summarising the issues raised and outlining the response of the Chief Executive to same, including recommendations for changes to the Draft Development Plan where appropriate to address the issues raised.


This report was circulated to the Elected Members of Westmeath County Council on the 21st September 2020.

The consideration of the Draft Plan and the Chief Executive's Report must be completed within 12 weeks of circulation i.e. by 13th December 2020. In this regard, a special meeting of the Council to formally consider all matters contained within the Chief Executives report will take place on the 16th November 2020.

Westmeath County Council commenced the County Development Plan review process on 16th February 2018. Following the adoption of the RSES by the Eastern and Midland Regional Assembly on 28th June 2019, Westmeath County Council has recommenced the review of the existing Westmeath County Development Plan by preparing the new County Development Plan 2021-2027. 

The County Development Plan is a statutory document prepared by the Planning Authority in accordance with the requirements of the Planning & Development Act 2000 (as amended) and the Planning & Development Regulations 2001 (as amended). 

The purpose of the Development Plan is to provide a strategic framework, setting out key policies and objectives for a new integrated land use strategy, and the proper planning and sustainable development of the county. The Development Plan is designed to set out the key policy context for the development of the county and is set within a hierarchy of national and regional spatial plans and guidelines.

To initiate Stage 1 of the Plan making process, the Council prepared an Issues Paper booklet to present a broad overview of the main issues for consideration in this review process. The intention of the Issues Paper is to present a number of key questions to prompt debate on the issues facing County Westmeath. They do not purport to cover all the issues but simply present some keys topics.

The Chief Executive Report on the Pre-draft Consultation Phase of the CDP was issued to Elected Members in June 2018.  The Chief Executive’s Report on the Pre-Draft Consultation Report summarises the submissions by topic and outlines the Chief Executive’s Policy Recommendations per topic. At the July Council meeting, the Elected Members endorsed the CE Report and issued Strategic Direction on the content of the Draft Plan.
