Affordable Purchase Schemes 

The Affordable Purchase Scheme sees Westmeath County Council make new, local homes available for purchase by First Time Buyers and Fresh Start applicants at reduced prices, whose combined mortgage and deposit will not cover the market price of the newly built home.   

In return, Westmeath County Council takes a percentage equity stake in the Affordable Home, equal to the discount of the purchase price from the full market value of the home. 

The price to be paid for a New Affordable home by a purchaser, and the percentage equity stake to be taken by Westmeath County Council are calculated in accordance with government regulations. The Purchase Price is calculated from an applicant’s maximum mortgage capacity, subject to a minimum price set by Westmeath County Council for the home. To be eligible, an applicant’s maximum mortgage capacity must be no more than 85.5% of the full market value of the Affordable Home. The cash savings an applicant might have, are also taken into account by Westmeath County Council in making its assessment. 

Once the homes become available, they will be advertised on our website, our social media and in the print media. Applicant’s will apply via an online portal, uploading relevant documentation (e.g Mortgage Approval in Principle).  The portal will remain open for 3 weeks. Applications will be accepted on a First Come First Served Basis. Where the number of applications exceeds the number of Affordable homes made available for purchase, successful applicants will be chosen in accordance with Westmeath County Council’s Scheme of Priority.

There are 11 Affordable homes remaining in Dún an Rí. These affordable homes are being made available for sale by Westmeath County Council in the residential development of Dún an Rí, Coosan under the Affordable Dwelling Purchase Agreements in accordance with the Affordable Housing Act 2021 and associated Affordable Housing Regulations. The remaining homes will consist of the following:

  • 7 x 2 Bedroom Duplex Apartments
  • 1 x 2 Bedroom 2 Storey End of Terrace
  • 1 x 3 Bedroom 2 Storey Terrace
  • 2 x 3 Bedroom 2 Story Semi/End of Terrace

The houses are available for purchase by first time buyers who do not own or have a legal interest in a dwelling, with some exceptions applicable. The dwellings will be sold at a price that is lower than market value, such price to be determined in accordance with the income of the purchaser. The minimum prices to be paid by eligible purchasers for dwellings are detailed in the table below.

There are 5 remaining properties in this development which are being made available for sale by Westmeath County Council in the residential development of Gort an Locha under Affordable Dwelling Purchase Arrangements in accordance with the Affordable Housing Act 2021 and associated Affordable Housing Regulations. The homes will consist of the following:

  • 5 x 3 Bedroom Semi Detached

Each home has a Minimum Purchase Price of €229,500 and therefore the house cannot be sold for less than this amount. The actual price paid by the successful applicant(s) will depend on their overall income whether applying on a single or joint basis.

A maximum household income limit will apply for each home also. This means that an application for a particular home cannot exceed the maximum household income limit. The household income limit will be combined where there are two incomes into the one household.
