(i) On the proposal of Cllr. J. Flanagan, seconded by Cllr. T. Cowley it was agreed to approve the minutes of February Monthly Meeting of Westmeath County Council held at 3.00p.m. Monday 25th February 2008 in Belvedere House & Gardens, Mullingar
(ii) Mullingar Area Minutes 21 Jan 08 - On the proposal of Cllr. K. Glynn, seconded by Cllr. J. Penrose it was agreed to approve the minutes of January Meeting of Mullingar Area Committee, held at 2.00p.m. on Monday 21st January 2008 in the Council Chambers, County Buildings, Mullingar.
Kilbeggan Minutes - 6 Dec 07 - On the proposal of Cllr. T. Cowley, seconded by Cllr. J. Flanagan it was agreed to approve the minutes of the Kilbeggan Area Meeting held at 9.00a.m. on Thursday 6th December 2007 at Kilbeggan Area Office
(iv) Kilbeggan Minutes - 23 Jan 08 - On the proposal of Cllr. M. Newman, seconded by Cllr. J. Flanagan it was agreed to approve the minutes of the Kilbeggan Area Meeting held in Committee on Wednesday 23rd January 2008 at 4.30p.m.
Matters Arising from Minutes
As no response had been received from the Department of Public Works regarding Cllr. John Dolan’s Notice of Motion, he proposed that OPW be written to seeking the a Delegation to meet the Minister. This was seconded by Cllr. M. Cooney & agreed.
Return of Men - The Manager’s Orders, as circulated, were noted by the Members.
(i) On the proposal of Cllr. D. Cornally, seconded by Cllr. K. Glynn it was agreed to approve the disposal of 1.82 acres at Gorteen, Gainstown, acquired from Department of Agriculture and Food, Farnham St., Cavan, disposed to Mullingar Athletic Football Club in accordance with the terms of Section 183 Notice of the Local Government Act, 2001 circulated within the specified period.
(ii) On the proposal of Cllr. J. Penrose, seconded by Cllr. R. Troy it was agreed to approve the disposal of circa 0.5 acres (0.202 ha.) Site 4, Ballynacarrigy Business Park, acquired from Daniel Keenan and James Keenan (Folio 18863), disposed to Tony Robinson, Strand Road, Walshestown, Mullingar or his nominees in accordance with the terms of Section 183 Notice of the Local Government Act, 2001 circulated within the specified period.
(iii) On the proposal of Cllr. R. Troy, seconded by Cllr. J. Penrose, it was agreed to approve the disposal of circa. 0.753 acres (0.3047 ha.) Site 7, Ballynacarrigy Business Park, acquired from Daniel Keenan and James Keenan (Folio 18863), disposed to Sean Sheridan and Daughters Construction Ltd, Main Street, Tyrrellspass in accordance with the terms of Section 183 Notice of the Local Government Act, 2001 circulated within the specified period.
(iv) On the proposal of Cllr. J. Penrose, seconded by Cllr. R. Troy it was agreed to approve the disposal of circa 0.530 acres (0.2145 ha.) Site 8, Ballynacarrigy Business Park, acquired from Daniel Keenan and James Keenan (Folio 18863), disposed to Edward Kiernan, No. 7 Tivoli Avenue, Harold’s Cross, Dublin 6 W in accordance with the terms of Section 183 Notice of the Local Government Act, 2001 circulated within the specified period.
(v) On the proposal of Cllr. M. Cooney, seconded by Cllr. K. Molloy it was agreed to approve the disposal of 0.035 acres at Cornamaddy, in long ownership of Westmeath County Council, disposed to William Campbell or his nominees, in accordance with the terms of Section 183 Notice of the Local Government Act, 2001 circulated within the specified period.
Kevin Kidney from Midlands East Tourism gave a presentation to the Members on Tourism Promotion in Westmeath.
The County Manager stated that the recent dissolution of the Westmeath Tourism Council presents an opportunity to develop tourism products in Westmeath by plugging into the national & international promotion by Tourism Ireland
Mark McCaulay from the Midlands Energy Agency gave a presentation to the Members.
In response to members concerns, the County Manager stated that the Council has a role in sustainability like other sectors in society. The Council needs to identify how it can improve its performance corporately in order that it can be role model for the private/commercial sectors.
Environment Awareness Work Plan 2008 - Noreen Gibney, Environmental Awareness Officer gave a presentation to the Members on the Environmental Awareness Strategy 2008.
Members expressed concerns about the way the Bottle Bank areas were being abused with rubbish. In response to Cllr. J. Dolan, Noreen advised that the Council would not be getting involved with the provision of bins for farm plastics as the IFA were taking care of this issue. Cllr. F. McDermott suggested asking summer students to carry out a survey on who is and isn’t using a bin service.
On the proposal of Cllr. P. Hill, seconded by Cllr. J. Bourke it was agreed to approve raising a loan of €10m for any purpose authorised under the Housing Acts.
On the proposal of Cllr. K. Glynn, seconded by Cllr. J. Bourke it was agreed to approve planning process in respect of the provision of playground in Mullingar Town Park in accordance with Part VIII of the Local Government Planning and Development Regulations 2001.
G Lambden confirmed that the existing playground will be retained.
On the proposal of Cllr. T. Cowley, seconded by Cllr. D. McCarthy it was agreed to approve planning process in respect of the N52 Carrick Bridge to Clonfad Road Improvement Scheme in accordance with the Planning and development Acts 2000-2006, Part VIII Planning and Development Regulations 2001-2007.
On the proposal of Cllr. J. Penrose, seconded by Cllr. R. Troy it was agreed to approve planning process in respect of Village Enhancement Programme for Multyfarnham in accordance with Part VIII of the Local Government Planning and Development Regulations 2001.
Cllr. D. McCarthy asked that the Mullingar Area Committee be kept up to date with this devlopment.
Part VIII - Ballymore - On the proposal of Cllr. J. Flanagan, seconded by Cllr. M. Newman it was agreed to approve planning process in respect of Childcare in Ballymore in accordance with Part VIII of the Local Government Planning and Development Regulations 2001
Wastewater Treatment Capacity Contraints - The County Manager presented the report to the Members on the Sewerage Treatment Capacity for Westmeath’s Towns and Villages.
In response to Member’s concerns, the County Manager explained the reasons for the capacity limits, i.e. E.P.A. Licensing & new Discharge Regulations which now dictate the decision making process. As a consequence each Planning Authority has had to review its approach to Development Control & sewerage augmentation planning. Where no capacity increases are imminent, then the Planning Authority must prioritise allocation of the remaining capacity
On the proposal of Cllr. J. Flanagan, seconded by Cllr. K. Glynn it was agreed to approve the report on Sewerage Treatment Capacity for Westmeath’s towns & villages.
Suspension of Standing Orders
On the proposal of Cllr. M. Cooney, seconded by Cllr. F. McDermott it was agreed to suspend standing orders to allow the meeting to proceed beyond 5.30p.m.
The Members noted the Small Schemes Programme for 2008
Annual Report 2007 - The Members noted the contents the draft Annual Report for 2007..
On the proposal of Cllr. M. Cooney, seconded by Cllr. F. McDermott it was unanimously agreed to nominate Cllr. Michael Newman to the Westmeath County Council Heritage Forum.
Correspondence - Rural Water - Correspondence was received from the National Roads Authority dated 27th March 2008 regarding the archaeological excavations on the N52 Mulingar Belvedere Scheme and the N6 Kinnegad to Kilbeggan Dual Carriageway Scheme exhibition which is to be held in Belvedere House.
Correspondence was received from the Department of Environment and Local Government dated 5th March 2008 regarding Rural Water Programme: Block Grant Allocations 2008, copy of which was circulated to all Members.
Vote of Sympathy
A vote of sympathy was expressed by Cllr. M. Dollard to Catherine Kelly, Arts Officer on the recent bereavement of her father James show lived at Harbour Road, Mullingar.
A vote of sympathy was expressed by Cllr. R. Troy to the Meehan Family, Clonave, Coole on the death of Maura.
A vote of sympathy was expressed by Cllr. R. Troy to the Finnian Family on the death of Millie.
A vote of sympathy was expressed by Cllr. K. Glynn to Christy Fox, Lynn, Mullingar on the death of this brother Seamus Fox, Kinnegad.

Vote of Congratulations
A vote of congratulations was proposed by Cllr. J. Dolan to Castledaly/ Ballinahowen/ Clonbonny Community games U13 5 aside soccer who won the Leinster title yesterday in Gormanstown.
A vote of congratulations was proposed by Cllr. J. Dolan to Athlone Community College on their victory in the Colleges gaelic football Leinster final on March 9th 2008.
A vote of congratulations was proposed by Cllr. R. Troy to Conor Gilsenan, John Wallace, Oscar and Gareth O’Sulleibhain on winning the Leinster Schools Junior Rugby Cup with Clongowey Wood.
A vote of congratulations was proposed by Cllr. D. Cornally to John Joe Nevin on qualifying for the Olympic Games in Bejin.
A vote of congratulations was proposed by Cllr. R. Troy to Fr. William Fitzsimons on celebrating 50 years in the Priesthood.
Cllr. M. Newman said he was anxious that land holding maps in the Land Registry remain available to the public.
Cllr. J. Dolan expressed his concerns about traffic being diverted from the N62 to the R444 Castledaly. In response the County Manager in formed members that road clusres were necessary due to the nature of the works & Health & safety requirements, however he assured Members that they would be notified in advance by the Area offices.
