Design Build Operate Contract

Contract No.1 – Mullingar Sewerage Improvement Scheme (MSIS)- Design Build Operate (DBO) Contract for Upgrade and Expansion of Clonmore Waste Water Treatment Plant and Lynn Road Pumping Station.

Contract One has increased the capacity of the existing waste water treatment plant (WwTP) to 55,000 population equivalent (PE) at Clonmore and has provided a large stormwater holding tank and pumping station at Lynn Road. These works have enhanced the current waste water treatment plant and decreased the likelihood of overflow to the River Brosna, which used to occur during storm events. The appointed contractor was responsible for designing and building these works within a two year time frame. The contractor had a further responsibility to operate and maintain the plant during construction and will continue to operate and maintain it for a further 20 years.

The main components of the DBO Contract were as follows:

  • Upgrading of the WWTP to 30,000PE in the short term.
  • Expansion of the WWTP to a capacity of 55,000 PE.
  • Provision of a Sludge Treatment Centre (104,220 PE).
  • Construction of a new pumping station at Lynn Road and rising main to WWTP and a section of Interceptor Sewer.
  • Decommissioning of existing Lynn Road Pumping Station.
  • Operation and maintenance of the WWTP and Lynn Road PS for a period of 20 years.
